Bate Neville Agbor founded NEVOR Circle Foundation with a single conviction: that refugee communities are not helpless, but understructured. Drawing from years of direct experience within Adagom 1, he built NCF as an institution designed to fill that structural gap — with documentation, accountability, coordination, and community ownership at its core.
